Goals, organizational structure and description of duties

Center for Researches on Islamic Government Related to the Secretariat of the Assembly of Experts

Article 1- Center for Researches on Islamic government which will be called hereforth as "the Center" is a research and cultural complex related to the Secretariat of the Assembly of Experts established for deepening and promoting Islamic thoughts in the topic of Islamic government.

Article 2- Range of activities: activities of the center are carried out both inside and outside the country and the priority is obviously inside the country. 

Article 3- Goals of the research Center is described as follows:

Goals:

1-    Studying political thoughts in Islam on Islamic government.

2-    Conducting comparative studies about different topics on Islamic government.

3-    Providing consultation and religious expert discussions on Islamic government.

4-    Attracting and educating researchers and experts for the center.

5-    Running educational courses in order to introduce political thought of Islam on Islamic government.

6-    Collecting and processing information (books, journals, Software and ...)

7-    Introducing political thought of Islam on Islamic government inside and outside the country.

Article 4- organizational structure: the center comprises of: director of the center, directors office, office of cultural communications and conferences, office of international relations, office for planning and programs, Journal, supreme council for research, research department, education department, information departments and office and finance department.

1-    Directors office area

a.    Supreme council for research:

Article 5- members of supreme council for research are as follows: director of the secretariat or his representative; head of the center; research deputy, directors of research groups; two of the suppliers for the Assembly of Experts recommended by the Administrative Board and the head of commission of "Studying ways to safeguard and protect Wilayah of Faqih (Guardianship of the Jurist)" in the Assembly of Experts or one of the members as the representative of the commission and one or two of experts chosen by the head of the center and approved by the director of the secretariat.

Article 6- director of the secretariat is responsible for the management of the supreme council for research and the director of the center will be his deputy.

Description of duties and privileges;

1-    Final approval of all research proposals from academic viewpoint and the supervisor.

2-    Developing and adopting policies, strategies and research priorities of the center.

3-    Approval annual budget and the long-term program of the center.

4-    Decision-making about establishment, integration or splitting academic and research groups

5-    Final approval of scholarly works for printing and publication

6-    Studying and approving programs for holding national research seminars and conferences, as well as international research conferences

7-    Confirmation of recommended ones for faculty membership in research groups.

8-    Expressing opinions about other issues proposed and assigned by the head of the center to be discussed by supreme council for research.

9-    Decision-making about publication of different journals by the center

 

 

b.    Head of the Center

Article 7- head of the center for researches on Islamic government is chosen by the director of the secretariat of the Assembly of Experts for Leadership, at maximum period of three years. Reappointing of the head of the center is permitted.

Article 8- if required and approved by the director of the secretariat, the head of research center can choose someone as his deputy.

Note: the deputy, under his described authority, acts the same as the head of the center and his orders and mandates are to be abided by.

Article 9- head of the center needs to achieve predicted goals of the center by developing approved organizations, making use of appropriate individuals and supervising the affairs. He will be accountable for all the affairs in the center to the director of the secretariat.

Description of duties and privileges:

1-    Presenting macro-policies of the center to the director of the secretariat for approval.

2-    Proposing the annual budget and long-term program of the center to the director of the secretariat for approval.

3-    Supervising proper regulation of affairs and pursuing them, particularly research affairs in line with the goals of the center.

4-    Providing coordination in different parts of the center.

5-    Proposing organizational changes in the center to the director of the secretariat.

6-    Dismissing and appointment of office managers and deputies following the approval of the director of the secretariat.

7-     Dismissing and appointment of the head and faculty of research groups (following the recommendation of research deputy) with agreement of the director of the secretariat.

8-    Appraising the performance of office managers and deputies of the center.

9-    Signing and approving policies, programs and regulations of the offices and departments, following the approval of the director of the secretariat.

10-  Submitting proposals for holding national and international conferences to the director of the secretariat after discussing it in the supreme council for research.

11-  Proposing the establishment of interim scientific circles according to the needs of the center or the Assembly of Experts for enactment in the supreme council for research.

12-  Proposing joint projects with other centers and researchers outside the country to the director of the secretariat for final approval.

13-  Approving the membership of the center in international communities and societies and submitting it to the director of the secretariat for final approval.

14- Signing important and binding financial contracts following the approval of the director of the secretariat.

15-  Signing official messages and announcements of the center following the approval of the director of the secretariat.

16-  Presenting activity report of the center to the director of the secretariat.

17-  Final approval of the qualification of staff and researchers in the center.

18-  Appointing deputy and determining his authorities following the approval of the director of the secretariat.

19- In case of resignation or expiration of a managers tenure, that manager is supposed to continue his duty a maximum period of three months until a new manager is appointed.

20-  Proposing publication of different journals to the supreme council for research.

21-  Carrying out other responsibilities assigned by the director of the secretariat.

C: Directors office area

Article 10- office manager is appointed by the head of the center and is accountable for the following duties:

Description of duties and privileges:

1-    Sending, receiving, recording and archiving letters of the head of the center.

2-    Following up instructions and references of the head of the center.

3-    Delivering instructions of the head of the center to office managers and deputies.

4-    Connecting national and international phone calls of the head of the center

5-    Communicating with the centers and individuals required by the head of the center.

6-    Preparing drafts assigned by the head of the center.

7-    Scheduling meetings, visitations and trips of the head of the center.

8-    Presenting report of performed activities at the office to the head of the center.

9-    Carrying out other duties assigned by the head of the center.

 

Office area

Article 11- office area is comprised of "planning office", "international relations office", "cultural relations office", and "journal".

A-   Planning office:

Article 12- head of planning office is appointed by the head of the center and has the following duties:

Description of duties and privileges:

1-    Presenting projects and propositions required for promoting the activities of the center.

2-    Preparation and final planning of annual budget and long-term program of the center for its presentation to the head of center.

3-    Final arrangement of regulations prepared in departments and offices for presenting to the head of the center.

4-     Studying and professional review of proposed projects of the head of center.

5-    Carrying out other duties assigned by the head of the center.

B: International relations office

Article 13- head of international relations office is appointed by the head of the center following the approval of the director of the secretariat and has the following duties:

Description of duties and privileges:

1-    Identifying researchers and scientific and research centers outside the country and communicating with them.

2-    Holding conferences and international seminars with coordination of the deputy of research following the approval of the research council and final signature of the director of the secretariat.

3-    Translating texts required for research priorities of the center.

4-    Planning and preparing the requirements and carrying out necessary arrangements for academic trips of foreign and national researchers following the approval of the supreme research council and approval of the director of the secretariat.

5-    Supervising international trips of the researchers and preparing reports and studying results of these trips for presenting to the head of the center.

6-    Introducing political thoughts of Islam on Islamic government and presenting research products of the center out of the country.

7-    Identifying obstacles and opportunities of propagation outside the country.

8-    Preparing contracts, memorandums, and research and scientific notes in fields required for the center with authorities outside the country to present to the director of the secretariat.

9-    Preparing prerequisites and ensuring coordination for all the international relations of the center.

10- Studying requirements for the membership of the center in international societies and communities and for implementation of joint projects with centers and researchers outside the country to present to the director of the secretariat.

11-  Collecting scientific researches made outside the country related to the topic of Islamic government according to the needs of the center.

12- Carrying out other duties assigned by the head of the center.

C: cultural relations office

Article 14- head of cultural relations office is appointed by the head of the center following the approval of the director of the secretariat.

Description of duties and privileges

1-    Preparing and proposing communication policies of the center to the head of the office for approval.

2-    Coordinating and managing general communications of the office inside the country under supervision of the head of the center.

3-     Making grounds for progress and development and facilitating scientific and cultural communications of the center inside the country.

4-     Forwarding received affairs to different parts of the center.

5-    Holding all scientific and technical conferences and seminars of the center under scientific supervision of research deputy.

6-    Making grounds and ensuring necessary coordination for participation of researchers and experts of the center in national scientific meetings and conferences.

7-    Introducing the center and advertising its products in the country.

8-    Preparing drafts for statements and announcements of the center.

9-    Suggestion and participation in the cultural exhibitions for exchange of information.

10-  Running different cultural programs (such as holding cultural contests) in order to introduce and disseminate the ideas of the center.

11-  Identifying individuals and cultural and scientific centers for facilitating communications of the center.

12-  Connecting with mass-media and benefiting from their capacity according to the goals of the center.

13-  Answering those who refer to the center.

 

D- Journal

Article 15- the center can publish journals of different levels if necessary. Every journal has a managing editor, editor-in-chief, faculty, and executive manager.

managing editor:

Article 16: managing editor of all the journals of the center is the head of the center and has the following duties:

Description of duties and privileges:

1-    Determining the number of faculty members.

2-    Appointing and dismissal of editor-in-chief, faculty members and executive manager of each journal.

3-    Supervising the content and orientation of each journal according to the goals of the center.

4-    Approving annual budget of each journal following proposition of the editor-in-chief.

5-    Final approval of the content of each journal and accountability for them particularly in lawsuits.

6-    Signing contracts.

Editor-in-chief

Article 17- Editor-in-chief of each journal is appointed by the managing editor and has the following duties:

Description of duties and privileges:

1-    Scientific and executive management of the journal.

2-    Suggesting faculty members to the managing editor.

3-    Arranging and running faculty meetings.

4-    Proposing annual budget to managing editor.

5-    Providing editorials.

6-    Following up and supervising punctual compilation and publishing the journal.

7-    Planning for desirable introduction of journal to its readers.

8-    Having connections with scientific centers, individuals and journals about the topics related to the center.

9-    Suggesting special issues to the faculty for approval.

10- Presenting reports of journal activities to the managing editor.

11-  Supervising activities of the executive manager.

12-  Carrying out other duties assigned by the managing editor.

Faculty

Article 18- faculty members in each journal are proposed by its editor-in-chief and are appointed by manager.

Faculty has the following duties:

1-    Scientific assessment of the content of the journal.

2-    Adopting annual and long-term policies of the journal.

3-    Approval special issues.

4-    Supervising orientation of the journal according to the goals of the center.

5-    Approval of topics and clines of the content in the journal and setting their priorities.

6-    Approving scientific regulations of the journal and internal regulations of the faculty.

7-    Committing to writing at least two scientific articles every year by each member.

Executive Manager

Article 19- executive manager of each journal is proposed by its editor-in-chief and appointed by the managing editor and has the following duties:

1-    Management and organization of all executive affairs of the journal such as typing, editing, designing, page layout and...

2-    Management and organizing financial and administrative affairs of the journal.

3-    Drafting contracts.

4-    Following up proper distribution of the journal.

5-    Carrying out other duties assigned by the managing editor.

 

Departments office area

A: Research Department

Article 20- research deputy is appointed by the head of the center with the agreement of the director of the secretariat. He has the responsibility of carrying out all duties assigned to this department and is accountable for all its affairs to the head of the center.

Article 21- this department has two managers of "research services" and "manager of research groups".

Description of duties and privileges:

1-    Planning annual budget and long-term research program of the center and presenting it to the supreme research council for approval.

2-    Directing all the research affairs of the center.

3-    Supervising and following up fulfillment of research needs of the center.

4-    Following up and implementing enacted resolutions of the supreme research council.

5-    Drafting research regulations and presenting them to the head of the center for final approval.

6-    Supervising proper implementation of research regulations.

7-    Setting priority for research topics based on policies approved in the supreme research council.

8-    Planning for the promotion of research on the topic of Islamic government in seminaries and universities.

9-    Developing relationship with teachers and researchers of the seminary, university, research and scientific centers of the seminary and university for research and scientific exchange and attracting them to the research topics in the center.

10-  Sending experts and researchers outside the country or inviting foreign researchers in coordination with the office of international relations and after final approval of the head of the center and the director of the secretariat.

11-  Planning for granting scholarship to talented seminary students in the fields the center requires.

12-  Supporting talented researchers, especially seminary students through different ways such as paying for the copyrights of their theses, granting scholarships to them, etc. in order to promote their cooperation with the center.

13- Final approval of employing consultants, supervisors and research assessors.

14- Appointing and dismissing research service manager.

15- Appraising the performance of group managers and research service manager.

16-  Presenting report of departments activities to the head of the center.

17-  Carrying out other duties assigned by the head of the center.

 

Management of research services

Article 22- manager of research services is appointed by research deputy after the approval of the head of the center and has the following duties:

Description of duties and privileges:

1-    Receiving research projects and texts and preparing them for research deputy to be discussed in the supreme research council.

2-    Drafting research contracts and following up signing of contracts and their fulfillment.

3-    Preparing records and registering fulfillment of all stages of approved research projects from beginning to the end and preparing necessary reports.

4-    Appropriate archiving for all projects, researches, topics, researchers, assessments and other necessary things.

5-    Following up and supervising observation of regulations and quantitative and formative standards of research such as punctual conduct of research.

6-    Following up the payment of research bursaries in due time.

7-    Making research for determining quantitative standards of controlling projects (generally and specifically).

8-    Providing necessary research services for researchers and other services offered by research deputy.

9-    Conducting administrative affairs for the formation of supreme research council (invitation of members, recording and keeping talks and enactments, transcribing audio cassettes and typing enactments, etc.)

10-  Providing services for holding meetings and scientific seminars such as preparing proceedings, recording the meetings, transcribing audio and publishing the conclusions of the meetings.

11- Carrying out other duties assigned by the research deputy.

 

Research group

Structure of group

Article 23- organizational units of research groups are as follows: 1- manager of the group 2- faculty of the group 3- members of the group.

Note 1: research groups are organized after proposition of the head of research center and approval of the supreme council for research.

Note 2: each research group has at least five members in the faculty (three full-time and two part-time members).

Note 3: required qualifications for selection of research group members follow the regulations of employing faculty members in the research center.

Description of duties and privileges:

1-    Researching about Islamic thoughts on Islamic government.

Note: major orientation in researches is to reach an Islamic viewpoint while achievements in different fields of humanities are also used today.

2-    Up-to-date analysis and explanation from the viewpoint of Islam on the research topic of the center.

3-    Up-to-date answering of the questions and other theoretic inquiries of the readers.

4-    Planning annual and long-term programs of the group to present to the research deputy.

5-    Designing and implementing research projects in the subject of the group.

6-    Writing educational texts, scientific articles and answering questions related to the subject of the group.

7-    Checking out research projects and recommended topics.

8-    Providing expert and consulting services related to the goals of the center.

9-    Finding and recruiting researchers and experts as needed.

10-  Developing mutual interaction with research groups in the same topics in other scientific centers in order to promote quality and quantity of the research.

11-  Identification of issues, and assessment of needs on research topics particularly topics that require in-depth research through expert reviews, library and field studies.

12-  Designing, reviewing and processing research projects.

13- Qualitative supervision of approved research projects.

14-  Evaluating and rating research projects and works.

15-  Scientific appraisal of researchers, and research experts at the time of recruiting them and after their researches.

16- Designing and proposing methods for using researches.

17-  Planning and scientific management of conferences and seminars.

18-  Carrying out other duties assigned by the research deputy.

 

Manager of the group

Article 24- manager of the group is appointed following the proposition of research deputy, and agreement of the director of the secretariat and signing of his assignment statement by the head of the center. He has the following duties:

Description of duties and privileges:

1-    Organizing and managing all the activities of the research group.

2-    Planning annual and long-term budget of research with the cooperation of the faculty in order to present to the research deputy.

3-    Content supervision over research projects.

4-    Supervising the process of research from the signing of contracts to publication, within the approved framework and providing necessary reports.

5-    Identifying and organizing proficient researchers for research activities of the group.

6-    Identifying qualified individuals for membership in the group and introducing them to the research deputy.

7-    Identifying and recommending research projects counselors and supervisors to the research deputy.

8-    Participation in the meetings of the supreme research council.

9-    Carrying out other duties assigned by the research deputy.

Faculty of the Group

Article 25- faculty of the group is comprised of the manager of group as the head of the faculty and members of the faculty.

Note 1: the number of faculty members of the group is at least three and at most five members.

Note 2: the manager of the group can occasionally invite other experts for participation in the meetings of the faculty if necessary.

Article 26- members of the faculty of the group are appointed by the head of the center following recommendation of the manager of the group and after the approval of the research deputy. They have the following duties:

Description of duties and privileges:

1-    Reviewing annual and long-term research program of the group presented by the manager of the group.

2-    Studying proposed research projects before their presentation in the supreme research council.

3-    Consultation and cooperation with the manager of the group in fulfillment of assigned duties.

4-    Submitting expert comments about issues referred to the faculty.

Members of the group:

Article 27- members of research group are chosen according to their technical and research background following recommendation of the manager of the group and confirmation of research deputy, and have the following duties:

 

Description of duties and privileges:

1-    Proposition of appropriate research topics and carrying out approved research projects of the group under supervision of the manger of the group.

2-    Supervising implementation of approved research projects following the order of the research deputy.

3-    Participation in the meetings of group with the invitation of manager of group.

4-    Offering corrections for improvement of the functioning of the group.

5-    Presenting intergroup conferences about conducted research.

6-    Writing scientific articles and carrying out other research activities referred from the manager of the group.

B: Information Department

Article 28- information deputy is appointed by the manager of the center with the agreement of the director of the secretariat. He has the responsibility of fulfilling all the duties of the department and is accountable for all the affairs to the head of the center.

Article 29: this department has the managements of "information bank", "education", and "indexing".

Description of duties and privileges:

1-    Presenting information policies to the head of the center for approval.

2-    Presenting annual budget and long-term program of information to the head of the center for approval.

3-    Communicating with scientific and research centers for exchange of information.

4-    Supervising and following up for providing up-to-date information to researchers, experts and other applicants.

5-    Presenting information providing regulations to the head of the center for approval.

6-    Supervising and following up fulfillment of the needs of the center for information.

7-    Managing all information affairs of the center.

8-    Supervising proper implementation of information providing regulations.

9-    Evaluating performance of the managers of information bank, education and index.

10-  Appointment and dismissal of the managers of information bank, education and index.

11-  Presenting a report of activities of the department to the head of the center.

12- Carrying out other duties assigned by the head of the center.

Management of information bank:

Article 30- manager of the information bank is appointed by the information deputy following the approval of the head of the center and has the following duties:

Description of duties and privileges:

1-    Up-to-date collecting of the content about Islamic government from journals, books and other sources.

2-    Organizing the information according to scientific methods.

3-    Building and managing the technical library.

4-    Developing and managing the information bank based on scientific methods and under supervision of experts.

5-    Collecting and classifying information about scholars, researchers, research centers and on the topics of the center in order to facilitate the cultural and scientific relationships in coordination with the office of cultural relations.

6-    Presenting available information to researchers of the center and other researchers through the latest methods of presenting information.

7-    Identifying local and international research and scientific sources to fulfill the needs of the center.

8-    Providing the means for connection with information banks of other centers.

9-    Developing multimedia archive (film, CD, Cassette, etc.)

10- Drafting regulations about using the library, information bank and the archive.

11- Carrying out other duties assigned by the information deputy.

Education management

Article 31- education manager is appointed by the information deputy following the approval of the head of the center. He is responsible to carry out all duties of this management and is accountable to the information deputy about all the affairs.

Description of duties and privileges:

1-    Developing education policies.

2-    Planning annual budget and long-term education program.

3-    Drafting education regulations.

4-    Managing all education affairs of the center.

5-    Supervising and following up fulfillment of educational needs of the center.

6-    Running educational courses based on educational regulations.

7-    Setting priorities of the educational programs of the center based on approved educational policies.

8-    Presenting the report of educational activities to the information deputy.

9-    Communicating with educational and research centers to benefit from their educational experiences.

10- Preparing and developing annual and long-term educational program.

11- Preparing and scheduling educational programs of new researchers and experts of the center.

12- Preparing and scheduling in-service educational programs for the researchers and experts of the center.

13-  Following up preparation and writing of educational texts, particularly though scientific groups of the center.

14- Preparing and scheduling educational programs of the center for presenting political thoughts of Islam on different topics related to Islamic government.

15- Adopting educational policies and strategies.

16-  Qualitative supervision over running educational courses.

17- Appraisal of instructors, educational texts and programs.

18- Drafting educational regulations and presenting them to the information deputy for approval.

19- Finding and inviting competent instructors.

20-  Writing educational contracts.

21- Communicating with different scientific and cultural centers for presenting the topics of Islamic government through educational programs.

22-  Building necessary educational archive.

23-  Carrying out other duties assigned by the head of the center.

 

Management of index

Article 32- index manager is appointed by the information deputy following the approval of the head of the center and has the following duties:

Description of duties and privileges:

1-    Making necessary information index for researchers based on scientific methods.

2-    Offering index services to the center and different departments.

3-    Developing and building comprehensive thesauri on the topic of Islamic government.

4-    Making index of all research works of the center.

5-    Carrying out other duties assigned by the information deputy.

F: Deputy of Financial and Administrative Affairs

Article 33- Deputy of financial, administrative affairs is appointed by the head of the center after the approval of the director of the secretariat. He is responsible for carrying out all the duties of this department and is accountable for all the affairs to the head of the center.

Article 34- this department has administrative and supply affairs management and the financial affairs management.

Description of duties and privileges:

1-    Proposition of annual budgets of the center to the head of the center.

2-    Planning the annual budget and long-term program of department of financial, administrative affairs to the head of the center for approval.

3-    Presenting financial and administrative policies of the center to the head of the center for approval.

4-    Setting priorities for financial-administrative needs of the center and presenting it to the head of the center for approval.

5-    Drafting financial and administrative regulations and presenting it to the head of the center for approval.

6-    Supervising proper implementation of financial and administrative regulations.

7-    Managing all financial, administrative and supplying affairs of the center.

8-    Planning construction projects to provide necessary spaces.

9-    Supervision and following up fulfillment of the administrative needs of the center. 

10- Appointment and dismissal of the manager of administrative and supply affairs and financial manager.

11-  Appraising and supervising the performance of administrative and supply manager and the financial manager.

12- Presenting report of the activities of the department to the head of the center.

13- Carrying out other duties assigned by the head of the center.

 

1-    Manager of Administrative and Supply Affairs

Article- 35- manager of administrative and supply affairs is appointed by the financial, administrative deputy following the approval of the head of the center and he has the following duties:

Description of duties and privileges:

1-    Taking over employment procedures of required human resources after the approval of the head of the center.

2-    Presenting personnel employment and legal regulations to the head of the center for approval.

3-    Supervising staffs presence and absence and proper implementation of administrative affairs.

4-    Archiving all unclassified letters related to offices and deputies, administrative and employment documents, financial documents of the center and individuals profiles.

5-    Building and managing internet information database of the center.

6-    Offering software and hardware services and support at the center.

7-    Planning for production of required software programs for different parts of the center.

8-    Providing connection with computer networks for the exchange of information.

9-    Offering educational courses required for the center.

10-  Searching and introducing information banks and internet websites related to activities of the center.

11- Carrying out other duties assigned by deputy of financial and administrative affairs.

 

2-    Manager of Financial Affairs

Article 36- Manager of financial affairs is appointed by deputy of financial and administrative affairs after the approval of the head of the center and has the following duties:

Description of duties and privileges:

1-    Estimation of annual budget of the center and taking necessary measures for acquiring approved budged from authorities.

2-    Allocation of financial credits required by each department or office due to their priorities and signing financial and accounting documents.

3-    Opening banks accounts, signing checks and other financial documents with the managers signature.

4-    Paying salaries and extra aid and allowance for the personnel of the center.

5-    Planning and running extra aid and allowance plans for the personnel according to regulations.

6-    Buying and fixing buildings and equipment of the center and signing related documents after the approval of the head of the center.

7-    Studying and approving biding contracts and paying related costs after the approval of the head of the center.

8-    Maintaining movable and immovable properties of the center.

9-    Taking over support and supply affairs of the center.

10-   Providing services for the center such as typing, duplicating and transportation, etc...

11- Carrying out other duties assigned deputy of financial and administrative affairs.
